He was born in Mardin, Turkey in 1952. He is married and has three children.

He completed his university education at Ankara Faculty of Science, Department of Physics. He completed his master's degree at Ankara Nuclear Research Centre and received the title of Physics Master Engineer. He received his PhD on the Energy, Matter and Laws of Speed in USA.

He worked for 25 years in the Nuclear Power Plants Department of the Turkish Electricity Authority, holding positions in Engineering, Chief Engineering, and Assistant Manager. As part of the International Atomic Energy Agency's on-the-job training program, he participated in various training sessions and seminars in Germany, France, and Bulgaria.
